Description
Urban Services YMCA is the social services arm of the YMCA of the East Bay, serving the youth and families of Oakland’s most urban and impoverished schools and communities. Urban Services YMCA provides programs and services to educate, engage, and empower people of all ages in order to nurture the potential of every child, improve the nation’s health and well-being, and provide support to our schools and communities.
Program Description
In partnership with the Alameda County Juvenile Probation Department, the Urban Services YMCA will open an Evening Reporting Center (ERC) in early 2012 to provide community-based academic and enrichment programming as a court-mandated alternative to incarceration for young men and women in Oakland, with an emphasis on West Oakland.
The ERC operates M-F, 3-9 pm, 52 weeks a year, and serves up to 20 participants daily. Participants are court-mandated to attend as an alternative to incarceration. The YMCA offers the ERC as an option for non-violent first-time offenders and non-violent probation violations. Programming is intended as a skill-building diversion from further involvement in the juvenile justice system; daily activities include academic, life-skills, job skills, personal growth, violence prevention, anger management, and athletic components.
The program provides a 1:7 staff to participant ratio. Staff will consist of one ERC program director and two direct-service support/enrichment staff. Additional volunteer staff may be present.
The USY Evening Reporting Center will run out of the M. Robinson Baker YMCA in West Oakland. The facility includes a full-size basketball gym, fully-equipped kitchen, dance room, computer lab, recreation room, and outdoor vegetable garden. The ERC will run concurrently with other USY programming at this site, including community events and summer and school break day camps.
Essential Functions
Day-to-Day Operations
- Design, implement, and manage activity schedule for ERC participants. Daily activities include: academic enrichment, life-skills classes, community service, making and eating the evening meal, and athletic activities.
- Create curriculum and lessons (select activities and content) for all activities (additional staff may support).
- Evaluate and modify program processes, procedures, and curriculum on an ongoing basis to create engaging, functional, drama-free programming.
- Design and lead orientation for new participants and guardians; provide ongoing education about program expectations to all participants and guardians.
- Provide recognition, conflict resolution, and appropriate discipline for participants using principles of youth development.
- Ensure all program areas are maintained meticulously and meet health and safety standards, including gym and meal-preparation and consumption areas.
- Organize and structure to-and-from transportation of participants
- Communicate daily with USY executive management team about program and participant needs and status.
- Communicate consistently and as needed with referring probation officers regarding participants’ needs and status.
- Serve as an advocate and supporting voice for participants in the community, while interfacing with the Alameda County juvenile justice system, and within the YMCA of the East Bay.
- Market program to Probation Dept and Juvenile Court judiciary system
- Attend administrative and community meetings to ensure and support success of the program
Staff Management
· Reports directly to the USY Executive Director
· Participate in USY selection process for program staff.
· Directly supervise and evaluate program staff, including: scheduling, securing fill-in staff for illness or unforeseen absences, processing timesheets, serving as the first point of contact for human resources, providing daily leadership and instruction, providing professional development training in curriculum development, program delivery, boundary-setting, conflict-resolution, transportation logistics/needs, and resource development.
Contract Management
· Demonstrate fluency in partnering with Alameda County Probation Department to coordinate participant referrals, intake, and program exit.
· Complete all contract reports and record-keeping as directed by USY executive leadership staff.
· Comply with directives issued by the USY Executive Director and Finance Director regarding purchasing, record-keeping, and adherence to the YMCA of the East Bay Employee Handbook.
· Attend meetings with ACBHCS and program partners as required.
Education/Minimum Qualifications
· Demonstrated success in leading a smooth, drama-free, powerful program serving teens at-risk of incarceration.
· Demonstrated competence in both direct service and program administration REQUIRED.
· Available for a regular work schedule Monday-Friday, 1-9 pm beginning Feb 6, 2012 or until filled
· BA/BS, MA in social services or related field preferred.
- Bilingual English/Spanish preferred.
- Must pass both DOJ and FBI fingerprint, provide a negative TB test, and provide proof of 48 college credits or AA/BA degree.
Compensation
This is a Full Time Exempt position with standard YMCA benefits which include: medical & dental coverage; paid vacation; sick leave; paid holidays; Free YMCA gym membership and program discounts. Employer contributes 12% of base pay to retirement plan after 2 years of service. Salary is in the mid $40’s, DOE.
